Title IX Compliance: A Shared Responsibility

  • Irving ISD prohibits discrimination against any of its students, staff, or community members.  To protect against sex-based discrimination, the District has specific Title IX policies and procedures.  Title IX is a federal civil rights law that was passed as part of the Education Amendments Act of 1972.  The law guarantees that no person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subject to discrimination under any education program or activity receiving federal financial assistance.  Title IX applies to ALL educational programs and activities that receive federal funding, including K-12 public schools.  This means that we, in Irving ISD, must ensure that every student, regardless of their sex or gender, are protected from sexual harassment or another form of sex-based discrimination.  Title IX compliance is a shared responsibility of the entire district, from top-level administration to all levels of staff.

    In Irving ISD, we believe in treating all students and employees with dignity and respect. Therefore, we take these matters seriously. It is the responsibility of all staff, teachers, and administrators to report complaints of sexual harassment, sexual assault and/or any other forms of sexual misconduct that they receive or of which they may become aware by immediately contacting the Title IX Coordinator:

    Statement of Nondiscrimination

    It is the policy of the Irving Independent School District not to discriminate on the basis of age, race, religion, color, national origin, sex or handicap in its vocational programs, services or activities as required by Title VI of the Civil Rights Act of 1964, as amended; Title IX of the Education Amendments of 1972; and Section 504 of the Rehabilitation Act of 1973, as amended.

    Role of the Title IX Coordinator(s)

    Although the recipient of the complaint is ultimately responsible for ensuring that it complies with Title IX and other laws, the Title IX coordinator is an integral part of a recipient’s systematic approach to ensuring nondiscrimination, including a nondiscriminatory environment. Title IX coordinators can be effective agents for ensuring gender equity within their institutions only when they are provided with the appropriate authority and support necessary to coordinate their institution’s Title IX compliance, including access to all of their institution’s relevant information and resources (OCR Title IX Resource Guide).

    • Sexual Misconduct (inappropriate touching, comments, text messages)
    • Gender Identification Discrimination
    • Teasing or Bullying/Cyberbullying because of gender/gender identification

    Title IX Policy 

    Irving ISD prohibits discrimination on the basis of sex through its Board Policies.  Board Policy FFH specifically addresses the District’s prohibition on discrimination on the basis of sex, including sexual harassment and explains the District’s Title IX Formal Complaint process.  Board Policy FFH can be found on the District’s Online Policy Manual here.  Hard copies of the policy are also available upon request at the Office Campus Operations or the Office of Legal Services, both located at 2621 W. Airport Fwy., Irving, TX 75062.
