Beginning Teacher Induction and Mentoring

The purpose of the
Beginning Teacher Induction and Mentoring Program grant is to provide
funding to public school districts and open enrollment charter schools to
establish or to enhance a beginning teacher induction and mentoring program
at eligible campuses where a mentor teacher is assigned to a classroom
teacher with less than a years experience in a targeted subject area. The definition of a classroom
teacher according to TEC Title 2 §5.01 is “an educator who is employed by a
school district and who, not less than an average of four hours each day,
teaches in an academic instructional setting or a career and technology
instructional setting. The term does not include a teacher's aide or a
full-time administrator.”
The goals of the
Beginning Teacher Induction and Mentoring Program grant are to:

provide support and ongoing professional
development for beginning teachers;
-
improve beginning teacher performance and
effectiveness to support student achievement;
-
provide support and training for mentor
teachers;
-
provide training to administrators to
support beginning teachers and mentors; and,
-
increase beginning teacher retention.
Program Description
Mentoring is a key component of any beginning
teacher induction program. The Texas Beginning Teacher Induction and
Mentoring grant provides funds to school districts and open enrollment
charter schools to support mentoring activities. These funds may be used for
mentor training, release time for mentors and stipends for mentor.
Mentor Selection
Chapter 21, §21.458 of the TEC and proposed
19 Texas Administrative Code (TAC) §153 defines the selection and role of
the mentor. The prospective mentor must:

have at least three complete years of
teaching experience with a superior record of assisting students, as a
whole, in achieving improvement in student performance;

complete a research-based mentor and
induction training program approved by the commissioner (will be
provided); and
-
complete a mentor training program provided
by the district (will be provided).
Mentor Training
The mentor teacher must:
-
teach in the same school; and,
-
to the extent practicable, as determined by
the local school board, teach the same subject or grade level or have
previously taught the same subject or grade level, as applicable.
Mentor teachers who are employed full-time
can mentor up to three (3) beginning teachers, but must be paid a minimum
stipend of $1,800 for each beginning teacher mentored.
Mentor Duties
Each mentor teacher must complete the
following duties:

complete initial mentor training;
-
participate in beginning teacher
orientation;

meet weekly with the beginning teacher;
-
maintain documentation of mentor/beginning
teacher activities;

attend regularly scheduled campus mentor
support meetings;

conduct observations and assessments of the
beginning teacher; and
-
complete all requirements of the school
district’s or open enrollment charter school’s beginning teacher induction
and mentoring program
