EMPLOYEE / EMPLOYMENT

Objective Criteria for Personnel Decisions

Personnel management decisions of the District shall be based upon the following priorities:

  1.  The welfare and benefits of the students.

  2.  The welfare and benefits of the total staff.

  3.  The welfare and benefits of individual staff members.

The guiding principle of the personnel management system shall be fairness and equality for all.  Assignment, promotion, demotion, reassignment, dismissal, or employment on the basis of race, ethnic origin, sex, age, or disability is expressly prohibited.

The public school program of the District shall not be open to exploitation for any reason whatsoever, including political, business, special friendship, family relationship, or personal gratification.  The instructional staff and other employees shall be recommended to the board on the basis of qualifications to the best of the knowledge, belief, and ability of the administrative staff.  The board shall follow the same plan in approving recommendations and the decision shall be final and effective.

The board establishes the following objective criteria for guidance in decisions regarding the hiring and promotion of District personnel:

  1. Academic or technical preparation, supported by transcripts:

    1. Master's degree.

    2. Bachelor's degree.

    3. High school diploma.

    4. Technical schools.

    5. Hours above degree at any level.
       

  2. Certification in Texas, or eligibility for certification  (for professional personnel:)

    1. Proper certification for grade level, subject, or assignment.
       

  3. Experience:

    1. In particular field of employment.

    2. In the District.

    3. In any district.

    4. In related profession or field of employment.
       

  4. Recommendations:

    1. Previous employers.

    2. Current supervisor.

    3. College or university personnel.
       

  5. Evaluations.

Residency Policy

Residency within the Irving Independent School District is not a requirement of employment or continued employment for classroom teachers.  However, as a hiring practice, the IISD may give preference to applicants who are able to reside within the District.  Some administrative personnel are required to live within the District. [See Board Policy DB(Local)]
