EMPLOYMENT COMPENSATION AND BENEFITS - SALARIES

Salaries

The annual salary of a certified employee is paid monthly during the year.

Change in Degree Status

Teachers receiving an advanced degree should inform the Department of Human Resources as soon as possible.  The official transcript must be placed on file in the Human Resources Office as soon as possible after the degree has been conferred.  Salary adjustments for advanced degrees will be processed upon verification of conferment of the degree.

Lump Sum Payment

Employees may only receive a lump sum payment of their remaining salary if they are resigning or retiring.  If resigning at the end of a school year, the employee must submit a letter of request to the Assistant Superintendent for Support Services.  Upon receiving this check, all insurance coverage will be discontinued.

If retiring, the lump sum payment will be automatic.  However, the retiree must bring in a letter of clearance in order to receive the check.  All necessary TRS documents must also be submitted.  Retirees wishing to receive checks through the summer must submit a letter of request to the Assistant Superintendent for Support Services.

The District shall make the following periodic deductions from the salaries of its employees:

  1. Federal income tax required by federal law.

  2. Contributions to the Teacher Retirement System of Texas.

  3. Medicare payments for employees hired after April 1,1986.

  4. Other deductions as may be required by federal or state law.

The following items may be included in payroll deductions provided the employee agrees to accept the rules and regulations concerning such deductions as established and approved by the District:

125 Cafeteria (Flexible Benefit) Plan

All employees who are covered by the Teacher Retirement System are eligible to participate in the District's 125 Cafeteria Plan and, under IRS regulations, must either accept or reject this benefit.  The 125 program allows all payroll deductible premium payments - excess or dependent health insurance, VisionCare, A D & D. insurance, cancer and specified disease insurance, dental insurance, and additional term life insurance (to a maximum of $50,000) - to become payroll reductions and be paid for with pre-tax dollars.  The District automatically deducts elgible premiums on a tax sheltered  basis unless the employee declines in writing on a form available in the benefits office.

There are two additional parts of the program:  (1) allows eligible employees to establish an account for monies necessary to pay for non-reimbursable medical expenses - health insurance deductibles and co-insurance, vision care, dental care, etc.  The amount selected is deducted (reduced) from the employee's salary and placed in a special account.  (2) allows eligible employees to establish an account for reimbursement of dependent care monies.  The amount selected is deducted (reduced) from the employee's salary and placed in a special account.  A monthly fee may be charged for participation in the 125 Cafeteria Plan.  IRS regulations prohibit the transfer of monies between these two accounts.

A third party administrator, Total Administrative Services Corporation (TASC), administers the District’s 125 Cafeteria Plan.  Employees may contact TASC at 1-800-442-4661 (client ID number is G455) regarding questions or problems concerning participation in the Plan.

Tax Sheltered Annuity

The Income Tax Deferred Annuity Program (approved by the Board of Trustees) is operated as a payroll deduction.

The income tax aspects of this program are governed by Section 403(b) of the Internal Revenue Code which Congress amended under Public Law 87-370 for the sole purpose of making these benefits available to employees of state educational institutions.  Under this plan, all employees may reduce their current income tax payments and provide for additional cash accumulation or retirement income at the same time.

Annuity enrollments or changes may be submitted in any month by contacting National Plan Administrators (NPA) at 1-800-880-2776.  All enrollments or changes require the submission of a Salary Reduction Agreement and a Maximum Exclusion Allowance Calculation (MEA).  Employees may engage in tax-sheltered annuity programs offered by any agent, broker, or company approved by TRS.  A nominal monthly fee may be charged.

NPA does not sell or distribute tax sheltered annuities and does not provide advice on which solicitor or agent employees should use; however, NPA will assist employees with information, enrollment and will explan plans or concepts.  Additionally, a generic Tax Sheltered Annuity Handbook containing basic information about tax deferred retirement plans is available upon request from the Benefits Office or on the Risk Management website.  This program is available to al employees, regardless of the number of hours worked.

Employee Insurance

Group life and group health insurance programs shall be made available to employees of the Irving Independent School District if the employee works at least part-time in a permanent position.  Substitutes and temporary employees are not eligible.  The District shall pay monthly premiums for group health insurance coverage at the amount established by the Board of Trustees.  The total premiums for health and life insurance coverage for employee dependents, as well as enhanced or excess coverage for the employee, shall be paid by the participating employee.  Payroll deductions for payment of the employee part of the life and health insurance premiums may be authorized by the individual employee.

COBRA (Consolidated Omnibus Budget Reconciliation Act of 1985)

The Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA) was passed by the 99th Congress.  Under COBRA, when participants (employees and dependents) lose eligibility for health insurance coverage because of the events stated below, the eligible participants may elect to retain group benefits.  The continued coverage can remain in effect for 18 or 36 months depending on the reason that eligibility terminated.

Events allowing 36-month continuation are:

  1.  Death of an employee.

  2.  Divorce of an employee.

  3.  Medicare eligible employee (employee becomes eligible for Medicare, leaving dependents without group coverage).

  4.  Children who lose coverage due to certain contractual eligibility limitations (loss of dependent status).

Events allowing 18-month continuation are:

  1.  Loss of coverage due to reduction of employee work hours.

  2.  Voluntary employee termination including retirement.

  3.  Employee layoff for economic reasons.

  4.  Employee discharged, except for gross misconduct.

Who is eligible for continued coverage?

Only participants covered on the group plan at the time of the qualifying event are eligible for continued coverage.  (State law requires coverage of newborn children for at least 31 days).

If a qualifying event is either the divorce of an employee, Medicare eligibility or a child becoming ineligible for coverage, the eligible participants must send the employer written notice of the event.  Then, the employer will give written notice to the participants of the continuation option.  The notice will include all necessary information and forms.

If the qualifying event is the employee's death  or loss of employment (or reduction of hours), the employer will give written notice to the participants of the continuation option.  The notice will contain all necessary information and forms.

When the qualifying event is loss of coverage due to reduction of working hours or termination of employment, the employee makes the election for continued coverage for all eligible family members.  When the qualifying event is the employee's death, divorce or Medicare eligibility, the spouse makes the election for continued group coverage for all eligible family members.

The eligible participants must give written notice of the desire to continue coverage to Ceridian within 60 days from the date of the qualifying event or from the date of notification by the employer, whichever is later.  The notice should specify names, reason, and date of the qualifying event.  Also, include either the Miscellaneous Change Form or a new application card for participants continuing coverage and the appropriate one or more month's premium.  The participants' coverage remains in effect during the election period if the premiums are paid.  Thereafter, participants' premium must be submitted to the employer in advance to allow for timely remittance of the group premium.

As long as the premiums are paid on a timely basis, the participants' coverage will continue unless:

  1.  The benefit time period expires.

  2.  A continued participant becomes covered under another group health plan as either an employee or a spouse.

  3.  A continued participant becomes entitled to Medicare benefits.

Benefits for continued participants will be the same as the group's.  Rates will be based upon the group's.  If a group changes benefits or rates, the participants will receive the new benefits and a new rate.

The law allows the IISD to charge a service fee of up to two percent of the premium to defray its administrative costs.

A conversion option to an individual health contract may be elected at the expiration of the continued group coverage.  For better information, contact the Employee Benefits Office.

Worker’s Compensation Insurance Coverage

Any employee of the Irving Independent School District paid by the hour, day, week, month, or year has this coverage.  This is "on duty" coverage only.  Such coverage applies only to injuries sustained by the employee while acting in the course and scope of their employment.

Under this coverage, you have medical and hospitalization benefits which are reasonably required at the time of injury and at any time thereafter as may be necessary to cure and relieve the injury.

Any employee who is injured on the job should notify his/her supervisor immediately (within 24 business hours)

Effective January 1, 1991, state law allows the Irving Independent School District to reduce any compensation paid an employee while the employee is absent from duty due to authorized use of accumulated sick leave by the amount of compensation paid, if any, to the employee by the Worker's Compensation Fund of the District.

In compliance with the new Texas Worker's Compensation Act which went into effect on January 1, 1991, the Irving Independent School District, as your employer, is required to advise you of the following:

  1. Notification of Worker's Compensation Insurance Coverage:  The Irving Independent School District is self-insured and provides protection for you under the Texas Worker's Compensation law.  You can get more information about Worker's Compensation rights from http://tdi.state.tx.us/wc/indexwc.html, or by calling 1-800-252-7031.

  2. The Customer Service Program is a free service of the Division of Workers' Compensation, the state agency which monitors worker's compensation claims.  This program helps individuals understand how the system works.  For more information concerning this program call this toll-free number: 1-800-252-7031.

  3. Notice to Employee:  The Division of Worker's Compensation has established a 24-hour toll-free number for reporting unsafe conditions in the workplace that may violate occupational health and safety laws.  Irving Independent School District is prohibited by law from suspending, terminating, or discriminating against any employee who in good faith reports an alleged occupational health or safety violation.
