EMPLOYMENT REQUIREMENTS AND RESTRICTIONS
Credentials and Records
Teachers of the District shall be required to have on file in
their personnel folders the following materials:

A valid Texas teaching
certificate.

An up-to-date official transcript of all college credit
completed, showing the degree conferred.

A complete service record showing official verification of
all prior teaching experience claimed for which credit is approved by TEA.
-
Birth certificate.
-
Current driver's
license and social security card or other acceptable documents to satisfy
employability requirements of federal law.
-
Teacher retirement
personal data form TRS5, if applicable.
-
Business office forms:
-
Withholding tax
form.
-
Salary assignment
card.
-
Social Security Card
(copy)
-
All other items as
required by law or regulations of TEA or the board.
These
records shall become the permanent property of the District and the State of
Texas to be used for the proper maintenance of the personnel folder on the
individual teacher as required by law.
Assignment to Gifted and Talented
Class
Teachers assigned to a gifted and
talented classroom are required to complete the coursework for the gifted and
talented endorsement from the State of Texas. The required twelve (12)
hours of gifted and talented coursework must be completed at a minimum of six
(6) hours per year in order to qualify to teach Gifted and Talented.
The required twelve (12)
hours should be taken from an accredited college or university and include:

Nature and needs of gifted
and talented
-
Identification and
assessment of gifted and talented students
-
Methods, materials, and
curriculum for gifted and talented students
-
Counseling and guidance of
gifted and talented students, and
-
Creativity: theories,
models, and applications
Assignment to Advanced Placement
(AP) Class
Teachers assigned to an AP classroom
are required to complete the five (5) day summer institutes that are organized
annually by the College Board. AP summer institutes are intensive,
subject-specifics courses that provide support and professional development in
the teaching of AP courses as well as a forum for the exchange of ideas and
information about AP.
Assignment to Concurrent Enrollment
Courses with North Lake College
Teachers assigned to a concurrent
enrollment classroom are required to have a master’s degree with eighteen (18)
graduate hours in the subject area taught.
Employee Access
All information contained in the
personnel file of an employee shall be made available to the employee or
his/her designated representative upon written request by the employee.
(Art. 6252-17a, V.A.T.S.) The employee is requested to make an
appointment with the appropriate personnel records clerk to review his/her
personnel file.
Public Access
Public access to information in personnel records is controlled
by Art. 6252-17-a, V.A.T.S.
Assignment and Transfer
Teachers shall be assigned in areas or subjects for which they
have completed an approved program of teacher education. All personnel
are employed subject to assignment or reassignment by the superintendent.
When one school has a surplus of teachers and another school
has a shortage thereof, the teacher transfer will be determined in the
following manner:

Transfer will be restricted to the grade level or department
specified (except in extenuating circumstances).
- Volunteer.

The teacher with the fewest number of current uninterrupted
years of service in the Irving Independent School District will be
transferred.

If two or more teachers have the same tenure (#3 above),
then total years' teaching service will be the final determinate.
When reassignment is the result of
organizational change, the superintendent shall make every effort to avoid a
reduction in pay of the personnel reassigned.
Conflict of Interest
No employee of the District shall have any interest, financial
or otherwise, direct or indirect, or engage in any business transaction or
professional activity or incur any obligation of any nature which is in
substantial conflict with the proper discharge of duties in the public
interest.
Non-School Employment
Employees of the District may engage in non-school employment
or business if such employment or business does not interfere with the
performance of their duties or conflict with the best interests of the
District. No employee shall engage in such non-school employment or
business activity during usual and customary school employment hours.
Any violation of any provision hereof shall be sufficient cause for immediate
termination of employment.
Coaches may accept fees for officiating if they have the prior
approval of the principal under whom they work and if their absence does not
interfere with the performance of their regular duties
Checking Out District
Owned Materials/Equipment
Employees who remove district owned
materials or equipment from district property must complete a “Borrower’s
Liability Affidavit” form and file it with their supervisor. (See
Borrower’s Liability Affidavit.)
Filling Vacancies
Notice of employment vacancies shall
be posted publicly in the District and advertised by any other appropriate
means consistent with law. Current District employees shall be permitted
to apply for any vacancy. The Human Resources Department is happy to respond
to inquiries regarding vacancies.
Summer School Teachers
Teachers for summer school programs shall make application for
teaching to the Department of Human Resources. Preference shall be given
to regular District teachers. The summer school principal shall submit a
list of all teachers for summer school to the Director of Personnel for final
approval. Summer school teachers shall meet all state certification
standards and comply with all state and local requirements established for
regular teachers.
New Teacher Orientation
Orientation for all teachers new to the District is under the
supervision of the Director of Staff Development. New teachers are
expected to attend and participate in district-wide and building level
orientation sessions conducted by the principal and/or other administrators as
well as other school-related meetings called by the principal. All
teachers are urged to make a special effort to make new teachers feel welcome
and to help make their transition into the building's instructional program as
smooth as possible.
Tutoring for Pay
The following provisions
shall regulate the matter of tutoring students for pay:

Teachers may not tutor for pay students assigned to them
during the current school term.

Teachers who tutor students for pay must file the student's
name with their principal.
