Many are seeing now that Ron Unz's Prop. 227 which dismantled bilingual ed is a failure.
Many districts are fighting to retain true bilingual
programs. Many districts are seeing that Prop. 227 is not working as
advertised. This was certainly not unexpected. Here is a district
who has just over 50% of it ELL students learning in Instructional Type 2 and 3
programs under 227 in California. This is equivalent to bilingual
education as the students do anywhere from 20% - 80% of the work in the native
language. The school district is right here.

performance gap here. It seems 2nd grade
gains for kids in English immersion do not equate to success in the later
grades.
Also, Dr. Stephen Krashen
reminds us that as of 2002, Prop 227 has failed over one million kids. One million failures.

The latest 2003 fluency test
scores are in for California. The English Only pundits are touting the
scores as proof that children are learning English more rapidly than in
Structured English immersion, SEI, classes than in bilingual ones. The
analysis of the test scores is a complicated one, but there is a great
explanation of the scores at Dr. Jill Kerper-Mora's website. The link to
her site is on the Research page. Needless to
say, students in California are not acquiring English any faster than bilingual
students. And this statement does not even take into consideration that to
be placed in SEI classes a student must already score at moderately advanced
levels of fluency in English. The starting points for bilingual students
and already relatively fluent English speakers is not the same. It makes
any comparisons apples to oranges.

Muchos ahora ya ven que la
Propuesta 227 de Ron Unz, que eliminó casi por completo la educación bilingüe,
es un fracaso. De hecho,
mucho distritos ya luchan fuertemente por el derecho de retener programas
bilingües. Ya se ve que la Propuesta 227 no funciona tal y como la
propaganda de los opositores decían. Esto no fue nada inesperado.
He aquí un distrito que tiene un poco más de la mitad de sus estudiantes
limitados en inglés en programas de modos instruccionales tipos 2 y 3.
Estos modos son el programa bilingüe bajo la 227 ya que los niños reciben
desde el 20% hasta el 80% de la instrucción en el idioma natal. El
distrito escolar del que hablo está aquí.
La brecha de rendimiento
académico entre los que aprenden inglés y los que hablan inglés como su
idioma natal sigue agradándose a pesar de lo que los que apoyan la inmersión
