Upon entry, all students are required by the state to complete a Home Language Survey that
will answer two questions: [19TAC §89.1215 (b) ]:
- What language is most often spoken in the home?
- What language is most often spoken by your child?
If the response to either question is another language other than English, the campus makes arrangements for a language testing appointment at the Language Assessment Center. The student will be given an oral test to determine English fluency. In some circumstances the student will also be given a standardized test. The testing results are sent to the student's campus.
If the student scores “Limited English Speaker” or “Non-English Speaker” the campus Language Proficiency Assessment Committee will recommend the Bilingual or ESL language program and obtain parent permission for placement.
